EXECUTIVE SUMMARY OF
POTTER HIGHLANDS PUBLIC OFFERING STATEMENT


The purpose of the summary is to assess the rules and regulations of Potter Highlands in a concise manner.

Square footage requirements:
Single-story dwelling shall have a minimum of 2,000 square feet of finished living area.
Two-story dwelling shall have a minimum of 2,400 square feet of finished living area.
These minimums do not include the garage, porches and decks.

Driveways:

Paved parking areas are required unless the driveway exceeds one hundred feet (100’) in length in which case at least one hundred feet (100’) of the driveway closest to the street shall be paved.  Exposed aggregate concrete or asphalt is recommended.  Special paving patterns and materials used to create special paving patterns are subject to Design Review Committee approval.

Accessory Dwelling Unit (ADU):
One Accessory Dwelling Unit (ADU) is permitted on each Lot;  it may be located within the single-family residence or constructed above or attached to a garage that is connected by a breezeway to the single-family residence.  The breezeway shall be no more than half (1/2) the width of the front of the residence.

Sheds and shops:
The footprint of a shed and/or shop shall not exceed fifty percent (50%) of the square footage of the footprint of the first floor living area of the dwelling, not including the area of the attached garage and shall not be more than half the size of the footprint of a detached garage. 
Sheds and shops may not be visible from the street and have a siding product and color aesthetically compatible with the dwelling.  Location of the shed or shop must be approved by the Design Review Committee.

Garages, porticos and carports:
Attached and detached garage are allowed on the same Lot.  The footprint of a detached garage shall not exceed fifty percent (50%) of the square footage of the footprint of the first floor of the dwelling including the attached garage area unless a variance is granted by the Board.  The minimum attached garage size is 22’ x 24’.
Garage doors may not be left unfinished and shall be painted in an accenting or exterior color unless the material does not require paint.
Any home with a three car garage must have a one car offset of not less than one foot (1’).
Carports are not permitted.
Porticos attached to the home at the entrance for passenger drop-off, pick up and short term-parking may be constructed.

Fences:
Fences shall be stained or painted, unless a fence is constructed from materials not requiring paint or stain as approved by the Design Review Committee. If painted, the color shall match the exterior body color of the home.
Fence may not exceed six feet (6’) in height.
Fences must enclose a yard area around the dwelling, garage, shed and chicken coop.
Prohibited fences include: chain link, perimeter fence that enclose the Lot on side and back Lot boundary lines, decorative or architectural elements that can impale wildlife.

Architectural Requirements:
Homes must include a strong architectural accent or stone trim on the front.  Accents and trim must not be strongly similar or identical on adjacent homes.  Exterior materials must be compatible with upscale neighborhood and other homes within Potter Highlands.

Brick               
T-11 and aluminum siding products are prohibited.

Landscaping:
Each home must have two (2) accent trees which must be Amur Chokecherry, Canadian Red or Mayday at least two inches (2”) in diameter.
Other landscape recommendations include:
    Lawn
    Shrubs
    Areas for annuals and perennials
    Evergreen trees such as spruce and pine
    Deciduous trees such as birch, mountain ash, ornamental crab and cherry
Special attention should be paid to enhancing the front entry of the house and screening utility boxes, fenced areas or exposed walls visible to neighbors

Pets:
Domestic Animals:
Owners may maintain dogs, cats, birds, gerbils, rodents, reptiles and fish.
No other pets may be kept.
Other pet conditions:
No more than four (4) dogs and/or cats total are permitted per Lot.
No unreasonable quantities of pets shall be permitted.
Pets shall be raised or bred for commercial purposes.
Owners must obey the MOA leash law.

Chickens:
No more than six (6) chickens are permitted per Lot.  The chickens must be kept in a fenced area and in such manner as not to attract predators into the area.
No separate fence is allowed to surround the coop if a yard is fenced.
If a fence is to be constructed to enclose a coop is constructed, it must be at least thirty feet (30’) from the property line.
Chicken coops must not be visible from the street and must have a siding product and color aesthetically compatible with the dwelling.  Location of the coop must be approved by the Design Review Committee.

Setbacks:
Front yard-twenty feet (20’) minimum from the right of way public roads or fifteen feet (15’) from the edge of pavement of private roads unless waived by the Design Review Committee due to space restrictions.
Side setback - twenty-five feet (25’)
Rear setback - fifty feet (50’)

Height Restrictions:
Building height shall be governed by the applicable Municipality of Anchorage code requirements for R-6 Zoning; however, no building shall be of a height and placement so as to block the view of any other Lot. R-6 Zoning has no height restrictions.
